Where is the cover of the rubbish bin??? Lost or misplaced??? Just why people do not put it back is just a wonder. looks like it will collect rain water instead...

What has happened to the rubbish bin??? Can it hold any thing??? Strike by lighting? Act of god? or plain vandalism???
